In this CSGOEmpire review (the site is also written CSGO Empire) we checked the platform on 29 Sep 2026 from Georgia, opening some pages after login. The review covered:

The footer names Moonrail Limited B.V. (Curaçao, registration no. 148182) as the operator and says the company is “licensed and regulated by the laws of Curaçao under license number OGL/2024/1183/0869”. This is the site’s own statement, so we checked the number in the Curaçao Gaming Authority’s Online Gaming License Registry (the version marked “last updated September 21, 2026”). It lists OGL/2024/1183/0869 for Moonrail Limited B.V. (B2C, company registration no. 148182), issued 30 Sep 2025, expiry 31 Mar 2026, status “Assessment in progress”. The number and the company match. The register shows an expiry date that has already passed and an open assessment (279 entries carry the same status), so we can confirm that the licence is in the register, but not that it is valid today.
Who is behind the site
The operator is Moonrail Limited B.V., Korporaalweg 10, Curaçao, reg. no. 148182. Per the footer, payments may be processed by JHOLT LTD, Voukourestiou 25, Limassol, Cyprus (HE393291). We checked the Curaçao licence entry (see License), but not the two companies in the Curaçao or Cyprus company registers.
Provably fair and house edge
Provably fair (a method that lets you verify a result after the round) is available for roulette, cases, coinflip and case battles, and the /fairness page is public. In roulette the hash of the server seed is published before the round and the seed is revealed afterwards. Cases use a server seed, a client seed and a nonce (a counter); coinflip uses a server and a client seed. Match bets are not covered: real matches decide the outcome.
The house edge (the share of each bet the site keeps) is stated in the site’s help centre (checked 1 Oct 2026): roulette 6.66%, cases and case battles 8.8%, coinflip 0.5%. What recent reviews say. We read 20 English-language reviews from the first page of Trustpilot (sorted by newest), covering 14 May to 12 Sep 2026. The overall star picture covers all languages, while the sample is English-only and sorted by date. It is small: it shows mood, not statistics. Stars differ from the overall picture: 14 reviews at 1★ (70% against 11.4%), 2 at 2★ and 4 at 5★ (20% against 68.2%). Themes (one review can fall under several):

The help centre lists [email protected]. On 30 Sep 2026 we asked the live chat how to deposit with a Visa card. A “Helper BOT” (an AI agent) passed the chat to a human agent, who answered in under a minute (the chat shows “Just now”): use any method on the deposit page that supports Visa. The widget states a usual reply time under 2 minutes, and the site says the chat runs 24/7, and we timed the reply at under a minute. We also checked the chat at night on 1 Oct 2026 (about 3 a.m. local time) and it answered as well. By our rubric that is a 5, from a single question, so it can move. We found no apps; the site suits a phone browser. The profile has a “Take a break” self-exclusion option for 24 hours, 3, 7, 15 or 30 days; under the ToS you cannot play or deposit during that period.

the quote has 31 entries (we recounted them from the text), and four of them include territories and dependencies, so the coverage is wider than 31 countries. The rules can change, so reread the section before you register.
